The legality (and release date) of Empire at War is still unknown, so for now, EaW will not be legal. However, according to the news at http://www.l5r.com/news/happy-4th-of-july/ the Imperial Gift 3 should be legal; assuming of course we can get a hold of it before the tournament, as its distribution date is still
